“악한 것을 선하다고 하고,

선한 것을 악하다고 하는 자들,

어둠을 빛이라고 하고,

빛을 어둠이라고 하는 자들에게는 재앙이 닥친다!”

“포도주쯤은 말로 마시고,

온갖 독한 술을 섞어 마시고도,

끄덕도 하지 않은 자들에게는 재앙이 닥친다”

우리는 대한민국에서 무모하고 무도하게 선포된 비상계엄으로 인해 평화가 심각하게 위협받는 현 상황을 목격하며, 이를 주도한 자들은 즉시 권력의 자리에서 내려와야 한다는 확고한 믿음을 가지고 이 글을 쓴다. 한밤중에 불안한 마음으로 잠을 설친 대한민국 국민들과, 새벽에 들이닥친 계엄 소식에 놀란 마음을 조리며 하루를 시작해야 했던 지구 반대편의 디아스포라들에게까지 깊은 연대의 마음을 전한다. 그리고 무엇보다도 잠자리를 박차고 국회를 지키기 위해 현장으로 뛰어나갔던 시민들, 급파된 군인들의 총부리를 붙잡고 "부끄러운 줄 알아라"고 외친 여성, 담장을 넘어 본회의장에 들어가 두 시간 만에 계엄 철회를 결의한 국회 의원들 – 이 모든 분들의 용기와 결단에 큰 존경의 박수를 보낸다. 

 

그렇다. 대한민국의 민주주의는 수많은 사람들의 피와 희생으로 이룬 것이다. 무력으로 민주주의를 빼앗았던 불법 군사 쿠테타를 생생하게 기억하는 한인 디아스포라가 다수 포함된 우리 장로교 한반도 평화네트웍은 대한민국 민주주의의 소중한 가치를 잘 알고 있다. 이 소중한 민주주의가 어리석은 지도자 한 사람의 무도한 판단과 그를 따르는 무리들에 의해 뿌리가 송두리째 흔들리는 위협을 받게 되었지만, 민주주의는 쉽게 사라지거나 포기될 가치가 아니다. 대한민국의 민주주의는 이를 지키기 위해 싸워온 모든 이들의 희생 위에서 오늘날 민주시민들의 길잡이가 되었다. 따라서 우리는 아래와 같이 주장한다. 

 

윤석열과 그 주변의 권력자들은 하루 빨리 시민들이 위탁한 권력의 자리에서 내려와라. 너희들은 이미 그 자격을 상실하였다.  

 

윤석열 정부는 지난 2년 반동안 대한민국의 다양한 분야에서 되돌이키기 힘들 정도로 평화를 파괴해 왔고, 이번 계엄선포라는 상상할 수 없는 행동을 통해 한반도의 평화를 심각하게 위협하였다. 오래동안 힘들여 쌓아온 남북 평화무드를 무참하게 짓밟았으며, 전쟁을 불사하겠다는 위협적 언행으로 나라의 운명마저 위태롭게 하였다. 수백만명을 죽음으로 내몰았던 처절했던 한국전쟁과 온갖 불의의 원천이었던 분단 -- 그 분단을 만들어내었던 식민주의 사관으로의 회귀를 이 정권은 획책해왔다. 식민주의란 무엇인가? 그것은 다름 아닌 인종주의이다. 한 민족을 열등하게 정의하고, 인간의 기본적인 존엄을 거부하며, 강대국들의 지배를 정당화한다. 이런 반인륜적 식민주의에 맞서 얼마나 많은 희생을 치루어야 했으며, 고귀한 생명들이 꽃을 피우지 못하고 억울하게 꺼져가야 했는가? 어떻게 만들어온 민주주의 역사인데 거꾸로 돌릴 수 있겠는가?

 

한국전쟁과 분단으로 인한 고통은 현재에도 진행되고 있음에도 불구하고, 반인륜적 반역사적 집단인 윤정권은 분단을 핑계로 민중의 고통을 정당화하면서 그 고통을 자신들의 권력을 옹호하는 도구로 삼고있음을 더 이상 보고 있을 수 없다.

 

마틴 루터 킹 목사는 "한 곳의 불의는 모든 곳의 정의를 위협한다"라고 말했다. 냉전의 마지막 유산으로 남아 있는 한반도에서 평화가 위협받고 불의가 득세한다면, 그것은 한반도만의 문제가 아니라 전 세계 평화에 심각한 위협임을 잊지 말아야한다. 한반도의 평화는 곧 전 세계 평화임을 믿으며 작금의 대한민국의 상황을 더욱 엄중하게 받아들여야 한다.

 

우리는 이제 선언한다. 현 정권은 즉시 퇴진하라. 새 시대를 이끌 새로운 지도자를 민주주의 절차에 따라 세워라. 이를 위해 우리는 종교 및 시민단체들과 함께 연대하고, 모든 힘을 결집할 것을 약속한다.

 

어둠은 결코, 결코 빛을 이길 수 없다.

Declaration Calling for

the Resignation of Yoon Suk-Yeol’s Administration and the Prompt Transition of Power

"Woe to those who call evil good and good evil, who put darkness for light and light for darkness."

"Woe to those who are heroes at drinking wine and champions at mixing drinks."

(Isaiah 5:20, 22)

 

We write this declaration with a firm belief that those responsible for recklessly and unjustly declaring martial law in South Korea — a move that has gravely threatened peace — must step down from power immediately. We stand in solidarity with the people of Korea, who endured sleepless nights filled with anxiety, and with members of the diaspora on the other side of the globe, who began their days with shock and apprehension upon hearing the news. Above all, we extend our deepest respect and admiration to the citizens who rushed to protect the National Assembly, the women who bravely confronted armed soldiers with cries of "Have you no shame?" and the lawmakers who scaled fences to convene an emergency session, ultimately rescinding martial law within just two hours. Their courage and decisive actions deserve our highest praise.

 

PPNK, a mission network of the Presbyterian Church (U.S.A.), includes Koreans in the diaspora who live with visceral memories of illegitimate military coup d’etats that usurped the peace and democracy of the Republic of Korea throughout its history.  We know that Korean democracy was achieved through the sacrifices and bloodshed of countless individuals. It is a treasure that must not be jeopardized by the reckless decisions of an unfit leader and those who follow him. Despite the grave threat posed to the roots of democracy, it is a principle too valuable to abandon. Korea’s democratic foundation, built upon the sacrifices of those who fought for justice, continues to guide its people today. Therefore, we assert the following:

 

Yoon Suk-yeol and the powerful figures around him must immediately relinquish the power entrusted to them by the people. You have already forfeited your right to govern.

 

Over the past two and a half years, the Yoon administration has caused irreparable damage to peace across various domains in Korea. The shocking and unimaginable declaration of martial law is just the latest in a series of actions that have profoundly endangered peace on the Korean Peninsula. This administration has trampled on the hard-won atmosphere of inter-Korean peace and recklessly jeopardized the nation’s future with threats of war. It has sought to revert to colonial narratives that perpetuated the Korean War — a conflict that claimed millions of lives — and the division of Korea, a source of deep injustice.

 

What is colonialism? It is none other than racism: the degradation of a people, the denial of basic human dignity, and the justification of domination by powerful nations. Countless lives were unjustly lost in the fight against this inhumane system. How can the hard-fought history of Korean democracy be turned back?

 

The suffering caused by the Korean War and division persists to this day. Yet, the Yoon administration, an anti-humanitarian and anti-historical regime, uses this division to justify the suffering of the people, exploiting it as a tool to maintain their grip on power. This is unacceptable.

 

Rev. Martin Luther King Jr. once declared, "Injustice anywhere is a threat to justice everywhere." If peace is threatened and injustice prevails on the Korean Peninsula — one of the last vestiges of the Cold War — it is not merely a regional issue but a grave threat to global peace. We believe that peace in Korea is synonymous with peace for the world, and we must take the current situation in South Korea with utmost seriousness.

 

We now declare: This administration must step down immediately. New leadership that can usher in a new era must be established through democratic processes. We pledge to unite with religious and civic organizations to achieve this goal, dedicating all our efforts to this cause.

 

Darkness will never — never — overcome the light.
