미국장로교회의 한반도 평화네트워크는 윤석열의 비상계엄 선포 직후 그와 그의 추종자들의 신속한 퇴진과 평화로운 권력이양을 촉구하며 민주시민들과 지도자들에 대한 감사와 연대를 선언한 바 있다. 다시 한 번 소중한 민주주의 가치를 지키기 위해 헌신한 모든 분들의 열정과 노고에 깊은 경의를 표하며, 계엄해제 이후의 지속되는 혼란이 정의롭고 합리적인 절차를 통해, 조속히 수습되어 비상식적이고 무력적인 위협이 없는 자유로운 사회로 회복되기를 간절히 기도한다. 이를 위해 모두가 동참하기를 바라며, 우리는 모든 민주세력들과 연대하며 작은 힘이라도 보탤 것을 약속한다.

 

계엄 발표 당시에는 미처 알지 못했던 끔찍한 폭력적인 계획들이 그 이후에 속속 드러나고있다. 윤석열과 내란세력은 오랜 시간 동안 비인도적이고 폭압적인 계엄 시나리오를 준비해왔으며, 이 시나리오에는 분단을 악용하여 전쟁을 일으키려는 끔찍한 계획까지도 포함되었다는 사실에 무서운 전율을 느낀다. 우리는 분단이라는 심각한 갈등상황이 대한민국에 민주주의를 뿌리내리게 하는데 얼마나 큰 걸림돌이 되어왔는지 잘 알고 있다. 이런 무도한 계획들은 기억하는 것조차 고통스러운 대한민국 역사의 어두운 순간들을 떠올리게 한다. 이것은 그동안 참혹한 탄압으로 무고하게 희생된 이들 뿐만 아니라, 지금도 그 고통을 안고 살아가야 하는 모든 이들에게 너무나 가혹한 것이다.

 

대한민국의 민주주의는 수많은 이들의 고난과 희생으로 이뤄진 결실이다. 그 중요한 뿌리인 1919년 삼일독립선언과 만세운동은 세계인류 평화운동 역사의 한 획을 그었던 사건이었지만, 그 얼마나 많은 시민들이 희생과 목숨을 바쳐야 했든가? 그로 인한 고난의 여파는 지금도 세계 곳곳에서 가슴 아픈 흔적으로 남아 있다. 이렇게 쌓아온 민주주의의 역사를 불의한 자들이 자신들의 안일한 이권과 탐욕을 위해 파괴하려 하고 있다. 이것은 결코 용납될 수 없으며, 서슬푸르던 제국주의 시대에 어렵게 잉태된 대한민국의 귀중한 헌법이, 오늘의 혼란에 질서를 제공하는 척도가 되어야 할 것이다.

 

오늘날 폭력적인 세력들의 모습을 바라보는 것이 불행이기는 하지만, 인류 역사에서 새로운 것은 아님을 기억할 필요가 있다. 8천만명의 목숨을 뺏어간 2차 대전을 겪은 것이 불과 한 세기를 지나지 않았다. 그 후 많은 반성이 있었다고는 하나, 이후 평화를 만들어가는 과정은 여전히 많은 도전에 직면하고 있다. 그래서 우리 안에 평화의 의식을 일깨우고, 의식있는 시민들이 함께 연대하는 것은 언제나 소중한 가치를 갖는다고 믿는다.  “우리 안의 히틀러”를 쓴 맥스 피카르트는 히틀러의 나치가 득세할 수 있었던 원천은 우리 안에 있는 ‘불합리성’이라고 갈파했다. 어떤 한 세력이나 지도자에 의해서 그 시대의 재앙이 초래되기 보다는 인간의 근본적인 본성에서 그 해답을 찾았는데, 그것은 ‘합리적이지 못하고 조화롭지 못한’ 마음에 근거한다는 것이다. 나치의 선전을 그대로 전했던 언론과 그것을 효과적으로 여과해내지 못했던 사회 환경이 대재앙을 초래했다는 것인데, 불행히도 우리는 오늘날 이와 유사한 상황을 목도하며 심각한 우려를 갖지 않을 수 없다.

 

내란을 획책하고 무고한 시민을 살해하려고 했을 뿐만 아니라, 자국민을 속이기 위해, 자국의 공항이나 시설까지 폭파하고 전쟁을 일으키려 했다는 엄청난 제보들이 이어지고 있음에도 불구하고, 이런 긴박한 현실을 이해하지 못하는 듯 한가로운 타성에 벗어나지 못하는 언론과 여러 사회환경들에 대해서 우리는 심각한 우려를 표한다. 이는 단지 대한민국에만 해당되는 것은 아닐 것이다. 세계 방방곳곳 그리고 우리가 살고 있는 미국도 크게 다르지 않아, 많은 민주시민들이 혼란과 절망을 토로하고 있다. 이 곳 미국에서 인종차별과 같은 끔찍한 이념을 공개적으로 이용하는 세력의 등장을 눈으로 목도해야 하는  것을 믿을 수 없다고 말하는 시민들도 많다. 건강한 언론과 건전한 사회환경을 만들기 위해, 민감함과 절박함 그리고 인내심을 갖고 노력해야 할 것이다.

 

이런 불합리성으로 인한 위험의 극한을 보여주는 것이 주술이다. 대한민국의 내란 세력들이 주술의 영향을 받아왔다는 것은 널리 알려져 있다. 우리는 교회를 비롯한 다른 종교들도 여기에 자유롭지 못하다고 생각하며 심각한 반성이 있어야 한다고 생각한다. 이성과 상식은 하나님이 인간에게 주신 소중한 선물이라고 믿는다. 이성과 상식을 무시하고 주술을 따르는 자들이 세력을 얻게 되면, 공동체는 분열되고, 자유와 평화는 심각한 위협을 받게 된다. 예수께서 주시는 새 생명으로 살아가고자 노력하는 기독교인으로서 우리는 우리 안의 비합리성과 끊임없이 씨름하며, 폭력적이고 분열된 세상에 진리를 전하는 사명을 다하고자 한다.

 

우리는 끊임없이 과거를 소환하면서 오늘의 올바른 길을 찾아야 한다. 어렵게 만들어 온 민주주의와 평화의 길을 벗어나지 않고, 더 큰 평화의 길로 나아가기 위해 정신을 차려야 한다. 그리고 미래를 예시하는 희망의 표징들에 대해서 예민해야 한다. 우리는 광장에서 피어나는 아름다운 불빛에서 희망을 보며 찬사를 보낸다. 기미독립선언문이 언급한 새로운 세상이 가까이 다가오고 있음을 본다. 대한민국의 내란 정국이 조속히 정리되어 안정을 찾고, 우리가 살고 있는 땅, 미국에도 평화를 위한 힘들이 모아져서, 모두가 희망의 노래를 함께 부를 수 있는 날이 오기를 간절히 기원한다.

2nd Statement on the Early Resolution of the Current South Korea Coup Crisis and

Restoration of Peace

 

January 6, 2025

In response to President Yoon Suk-Yeol’s declaration of martial law, Presbyterian Peace Network for Korea (PPNK) previously called for his immediate resignation, along with that of his followers, and for a peaceful transfer of power. We expressed gratitude and solidarity with democratic citizens and leaders for their unwavering commitment to preserving the values of democracy. Once again, we extend our deepest respect to all those who have worked tirelessly to uphold democracy and fervently pray that the ongoing post-martial law chaos will be swiftly and justly resolved through rational procedures, restoring society to one free from irrational and violent threats. We urge everyone to join in these efforts, promising to stand in solidarity with all democratic forces and contribute what little strength we can.

 

At the time of the declaration of martial law, the horrifying violent plans behind it were not fully known. It has since emerged that Yoon Suk-Yeol and the coup forces had long been preparing inhumane and oppressive martial law scenarios, which, shockingly, included schemes to exploit the division of the Korean Peninsula to incite war. This revelation sends a chilling shiver down our spines, as we are painfully aware of how the cruel division of the Korean peninsula in 1945 and the 70-year-long conflict that followed have long obstructed the roots of democracy in Korea. These plans evoke the darkest moments in Korea’s history, moments too painful to even remember. This is not only a cruel injustice to the innocent victims who were brutally oppressed and often murdered under South Korea’s early dictators, but also to all those who must continue to live with the enduring pain of those tragedies.

 

Korean democracy is the hard-won fruit of immense suffering and sacrifice. The March 1, 1919, Declaration of Independence against Japanese colonial rule, which stands as a landmark in global peace history, cost the lives of countless citizens who gave everything to the cause. The ripples of that suffering remain evident among members of the Korean diaspora in many parts of the world today. Now, the current unjust forces seek to destroy this painstakingly built democratic legacy for their selfish interests and greed. Such an act is utterly unacceptable, and Korea’s cherished Constitution, born during the harsh imperial era, must now serve as a guiding measure to restore order amidst today’s turmoil.

 

While it is tragic to witness the emergence of violent forces, we must remember that such phenomena are not new to human history. It has been less than a century since World War II claimed the lives of over 80 million people. Despite post-war reflections, the path to creating lasting peace remains fraught with challenges. This is why awakening a consciousness of peace within us and fostering solidarity among conscientious citizens is of eternal value. In his book “The Hitler In Our Selves,” Max Picard insightfully identifies the root of Nazism not as an external force but as the “irrationality” within us all. The catastrophic events of that era were not solely the result of one leader or faction but were deeply rooted in the unreasoning and discordant nature of humanity itself. Propaganda that went unfiltered by the media and societal apathy contributed significantly to the disaster. Unfortunately, we find ourselves witnessing similar circumstances today, raising grave concerns. 

 

Despite overwhelming reports that the coup forces not only plotted treason and intended to kill innocent citizens but even planned to bomb domestic airports and facilities to incite war, some media outlets and social environments remain oblivious to the urgency of the situation. We express serious concern about this complacency. Such issues are not confined to Korea alone. Even in the United States, where we reside, many thoughtful citizens express confusion and despair for our democracy, noting the rise of movements that openly exploit heinous ideologies like racism. Supporting a healthy press and fostering a constructive social environment requires our sensitivity, urgency, and perseverance.

 

The dangers of irrationality are most starkly revealed in the influence of superstition. It is well-known that President Yoon and his coup allies in Korea have exhibited behaviors and actions based on superstition. We believe that some leaders in Korean churches and other religious institutions express superstitious beliefs, which must be met with serious self-reflection. Reason and rationality are precious gifts from God to humanity. When these are ignored in favor of superstition, communities are divided, and freedom and peace are severely threatened.

 

As Christians attempting to live the New Life that Jesus offers us, we must struggle against our inner “irrationality” with the help of God's Spirit and do what we can to bring God's truth to our violent and fractured world. We must continually revisit the past to find the right path for today. We must stay vigilant to preserve democracy and peace while moving toward greater harmony. And we must remain sensitive to signs of hope that signal a better future. We see hope in the beautiful lights glowing in the public squares and offer our applause. In those lights, we glimpse the realization of a new world as envisioned in the March 1 Declaration of Independence. 

 

We earnestly pray that the current coup crisis in South Korea will be resolved swiftly, and that peace will prevail. May the forces for peace rally into action in Korea, and here in the United States as well, so that we can all sing a song of hope together in the days to come.
